House Judiciary Chairman Jim Jordan dropped a 56-page interim report on Wednesday morning. The bombshell report reveals that the highest levels of the Biden administration, operating under the authority of Attorney General Merrick Garland, authorized an FBI operation to secretly subpoena the phone records of over a dozen Republican members of Congress for political purposes.
As detailed in the report, the operation, code-named "Arctic Frost," was the work of a U.S. Attorney's Office (that of Biden appointee Matthew Graves) which issued subpoenas of the phone toll records of over a dozen Republican members of Congress including Jordan and Chip Roy.
According to documents reviewed by Jordan's committee, before subpoenaing Jordan's records, the investigators first sought a ruling from the DOJ's Public Integrity Section (PIN). A deputy chief in the section acknowledged that a subpoena for Jordan's records could pose "significant litigation risk" under the Speech or Debate Clause of the Constitution, which is intended to shield members of Congress from investigations into their legislative activities. But she signed off anyway, directing the prosecutors to file an "urgent report" with the Office of the Deputy Attorney General at the Department of Justice.
That directive alone is proof of an immense wrong. In sworn testimony reviewed by the Committee, an investigator acknowledged that he understood that if PIN directed notification to ODAG, then notification to ODAG would occur. In other words, the Biden White House's DOJ knew of the subpoena. Garland's DOJ knew of the subpoena. And they let it happen.
This program continued unchecked even after Special Counsel Jack Smith took over the investigation. In a January 2023 briefing note reviewed by the Committee, Special Counsel Smith notified the AG that he intended to issue additional subpoenas for the telephone toll information of additional Members of Congress. Smith's team obtained nondisclosure orders — gag orders — to prevent the Members targeted for investigation from asserting any constitutional rights.
The report also reveals that one attorney for Special Counsel Jack Smith was able to clear in a single hour a batch of several dozen subpoenas targeting Members of Congress and staff — before even knowing which members would be targeted.
This was not a case of rogue FBI agents or low-level officials. This was a coordinated, top-down effort approved by the highest levels of the Biden DOJ. The constitutional violations identified in the report were known, flagged, and approved anyway — because the target was Donald Trump, and every official who approved this effort was working against him politically.

It is documented in black and white in a 56-page interim report from the House Judiciary Committee — with subpoenas, email timestamps, and sworn testimony attached.
The Biden DOJ did not just target Trump. It targeted the elected representatives of the millions of Americans who voted for him.
