President Trump hosted Dario Amodei, CEO of Anthropic, and other leaders in the AI industry to a dinner at the White House this week, sending a message to Silicon Valley: slow down the race with China to develop AI and America loses. He stated that the U.S. is currently 12-18 months ahead of China in the development of AI.
"America is ahead, and America is going to stay ahead," the President said during dinner with Amodei, according to sources with knowledge of the conversation. Trump is building out a new governance structure for AI within the White House, and is searching for an "AI czar" to serve as coordinator for the various agencies with a hand in the space. He's set to create a so-called "AI Force" within the government. Treasury Secretary Scott Bessent has been ruled out for the "AI czar" role, according to administration sources.
The Trump administration and China agreed at the recent Trump-Xi summit to establish a dedicated channel for managing potential AI incidents — the first such cooperative mechanism the two sides have established amid growing strategic competition. The two sides will hold their first AI-specific bilateral talks in November, The Hill reported.
While Trump refers to broader concerns about AI safety as a "hoax," he has simultaneously been working to create new structures for oversight and for safeguarding the technology. The contradictions reflect a White House that views AI primarily as a geopolitical tool — one where speed and dominance over China matter more than caution. As one source noted, Trump is treating AI first as a national security competition, and governance as a secondary concern.
It appears that the President believes leading China in AI is a matter of American national security, and the White House's approach is therefore to accelerate development as fast as possible with the goal of maintaining the current lead.
