The President of Ukraine Volodymyr Zelenskiy (his term expired in 2024) teaches the American President how one is supposed to obey the law.

Ukrainian President Volodymyr Zelenskiy continued to push for America to implement the provisions of the Lindsey Graham Act in remarks that were shared on X on Saturday. "At a time when Russia is unleashing massive attacks on Ukraine’s energy infrastructure, America has unfortunately decided to completely ignore the Act, which was meant to put pressure to end the war on Russia," Zelenskiy said. “We must not give up and must strive to end the war. End it, not give Putin every reason to continue it indefinitely,” he added.

That law, signed by President Trump on September 18 as the Lindsey O. Graham Sanctioning Russia and Iran Act, is a US law. Therefore, its provisions are to be implemented by the President and he has the power to waive the sanctions and the duties in Section 115 of the law as long as he certifies to Congress that it is in the best interest of the US to do so. He did that this week in an order issued on October 16. And in that order he stated that the waivers would remain in place until he or the Secretary of State determined otherwise. Ignoring the law is not what he did. He used a provision of the law.

His reasons for suspending it are clear. On October 9 Trump said that Russia would immediately begin to supply over 300,000 tons of diesel to markets around the world, including here in the US, and the Treasury issued General License 135 authorizing the trade. Trump has said that lower prices for the American farmer and rancher, and the trucker, are his top priority.

Zelenskiy has also said that Ukraine will resume strikes on Russian refineries. As previously reported by Kyiv Post, during a meeting with a group of U.S. lawmakers visiting Kyiv on Oct. 9, Zelenskiy stated that he was “counting” on the U.S. to implement the provisions of the Lindsey Graham law. The South China Morning Post reported that Trump said at the White House on Oct. 10 that Ukraine needed a new president. Ukrainian officials say elections cannot be held under martial law. That stance is not constitutional under Ukrainian law, CDM has reported for some time.

Ukraine was hit by a massive barrage of Russian drones and missiles Saturday. The Al Jazeera and Kyiv Independent news organizations reported at least seven people killed and a million left without power as the strikes targeted energy infrastructure across the country.

A country that is dependent on the US for money and arms can’t tell the President of the US how to enforce a US law. Yet that is exactly what the Ukrainian President has done. Trump has the authority to do as he wishes with this law and he has decided to waive its provisions.
