The CIA has quietly assembled a secret task force targeting Cuba and has already deployed additional intelligence personnel and assets to the island, according to reporting by Politico published Tuesday. The disclosures, attributed to two anonymous individuals described as familiar with the Trump administration’s Cuba plans, indicate Washington is laying covert groundwork for what could become a major pressure campaign — or something more — against Havana.
Per the New York Times, the CIA’s newly formed task force is designed to “quickly direct more financial, human and technical resources” toward Cuba, with the stated goal of “creating fissures among the Cuban political elite.” The CIA, White House, Defense Intelligence Agency, and the Office of the Director of National Intelligence all declined to comment on the report, neither confirming nor denying the operation’s existence.
Separately, the Trump administration revised its National Intelligence Priorities Framework to reclassify Cuba as “Priority 1” — the top tier of the U.S. intelligence apparatus — placing the island on par with adversaries such as China and Russia in terms of surveillance and intelligence collection focus, per reporting by cubaheadlines.com.
Driving the push is Secretary of State Marco Rubio, who is of Cuban descent and has made no secret of his ambitions in the Western Hemisphere. According to anti-war.com, the Trump administration does not believe it needs to resolve its war with Iran before taking military action in Cuba, and Rubio views the island as a “huge priority.” On July 20, Rubio’s State Department published a 100-page document titled “Cuba: The Capital of 21st Century Communism,” depicting Havana as the nerve center of a hemispheric network hostile to the United States — a document critics widely interpreted as laying a pretext for intervention.
The playbook is familiar. Before the Trump administration’s January 3 operation in Venezuela, which resulted in the abduction of President Nicolás Maduro, U.S. intelligence reportedly took similar preparatory steps in the months prior. American taxpayers have received no public accounting of what this operation costs or what legal authorities govern it. The CIA and NSA’s ramped-up satellite and human intelligence collection on a small Caribbean island — as the U.S. simultaneously manages active conflicts in the Middle East, supports operations in Ukraine, and sustains a naval posture in the South China Sea — raises questions about resource prioritization that Washington has yet to address. Cuba sits 90 miles from Florida.
