This is a result of the war on real fur. Now the fur bearers are overpopulating and disease is a issue. This is also in response to a new strain of rabies strictly in the NE. It showed up in Omaha two years ago and they unleashed all out war bringing in federal trappers. One person moved from NY with a infected cat they let run loose is what prompted that effort. It's either do something like this or let it spread because there are few people who trap anymore.
