The White House has released a trove of newly declassified FBI memos exposing a secret 2017 counterintelligence investigation — codenamed "Oxferd Comma" — that formally targeted a sitting U.S. president on the extraordinary allegation that Donald Trump may have been a Russian asset when he fired FBI Director James Comey. The documents confirm what many conservatives have long suspected: the Russia hoax was not an investigation of evidence but a political weapon wielded against a president the Deep State had decided to destroy.
According to the electronic communication opening the probe on May 16, 2017 — just one week after Comey's firing — the FBI declared it was investigating whether Trump was "directed by, controlled by, and/or coordinated activities with, the Russian Federation in a manner constituting a threat to the national security of the United States." The memo was approved by then-FBI General Counsel James Baker and then-Counterintelligence chief William Priestap, with both Acting FBI Director Andrew McCabe and Deputy Attorney General Rod Rosenstein briefed on its launch.
The bombshell is what the FBI already knew when it opened Oxferd Comma: its own lead investigator had privately concluded the opposite. Peter Strzok, the deputy assistant director running the underlying Crossfire Hurricane probe, texted FBI attorney Lisa Page just three days after Oxferd Comma was opened: "I hesitate in part because of my gut sense and concern there's no big there there." Special Agent William Barnett, another senior case agent, later told DOJ investigators that by early 2017 the FBI had "mostly ruled out" that Trump campaign figures had colluded with Russia, and he described the investigation as a game designed to "get Trump" — what he called "Collusion Clue," where investigators could "choose any character conducting any activity, in any location" and interpret it as evidence of collusion.
The declassification also reveals the Clinton fingerprints that the FBI buried. A classified annex to Special Counsel John Durham's final report — now public — shows CIA Director John Brennan personally briefed President Obama, Vice President Biden, FBI Director Comey, and other senior officials on August 3, 2016, about U.S. intelligence showing Hillary Clinton had approved a plan to manufacture a Russia-Trump scandal. Brennan's own notes state the intelligence described "an alleged approved by Hillary Clinton a proposal from one of her foreign policy advisers to vilify Donald Trump by stirring up a scandal claiming interference by the Russian security service." That briefing took place four days after the FBI launched Crossfire Hurricane. Comey was in the room. He was told. And the FBI opened the probe anyway.
Also included in the newly released documents is a spreadsheet FBI analysts created by early 2017 evaluating every claim in the Christopher Steele dossier — the central predicate for the Russia investigation. Analysts concluded that some claims were "provably false" and most others were "either internet rumor or unable to be corroborated." The FBI also knew that Steele's primary subsource, Igor Danchenko, was himself a suspected Russian asset. None of this stopped the FBI from opening a second, even more aggressive probe targeting the president. Oxferd Comma ran until April 9, 2019, when it was quietly closed after Mueller's team — like the FBI before it — failed to find any collusion. Durham's 2023 report ultimately found that the FBI "lacked sufficient factual basis" to open the original Crossfire Hurricane investigation and exhibited systematic bias.
The memos are being released as federal prosecutors in Fort Pierce, Florida are reportedly investigating whether FBI and DOJ officials engaged in an ongoing conspiracy to violate the civil rights of Trump and his supporters through politically motivated criminal investigations. James Comey, James Baker, Andrew McCabe, and Rod Rosenstein remain central figures in that inquiry. The White House's Government Transparency Task Force — chaired by John Solomon — is continuing to release documents. The question is no longer whether the Russia investigation was a hoax. The question is who gets charged for running it.
