Abortion as a national policy: How did we get here?

Over a century ago, Margaret Sanger founded Planned Parenthood, openly stating then that the goals were to “reduce the birth rates of black and brown babies as well as defectives.” Those goals were erased from the organization’s history long ago, but that was the original intent. For decades, abortion was under the jurisdiction of state laws, until it wasn’t.

In the early 1970’s, a case (Roe v Wade) came before the Supreme Court regarding the right of a woman to have an abortion. The court found that a woman had a right to privacy under the Due Process Clause of the 14th amendment, up until fetus viability. The ruling overturned state laws governing abortion and nationalized the issue. The ruling supercharged Planned Parenthood and other resources as abortion services greatly expanded across the country.

In 2022, the Supreme Court issued the Dobbs v Jackson opinion, concluding that the US Constitution does not confer a right to abortion. The ruling found that state governments had the authority to regulate any aspect of abortion not preempted by federal law, as “direct control of medical practice in the states is beyond the power of the federal government.” In effect, the Supreme Court found it had no jurisdiction on the matter of abortion.

What are the policies of the Democratic Party related to Abortion?

The Democratic party has determined that abortion is one of the core issues that defines the party. The party frames unrestricted abortion access as essential to women’s liberation, bodily self-ownership and resistance to “patriarchal” or “religious” interference. The party makes the case, supported by large majority of Democratic women:

Bodily autonomy: the party rejects the idea that a fetus has independent rights that can override the pregnant woman’s choice at any stage of a pregnancy. The party views the Dobbs decision as an existential threat to “reproductive freedom,” rejects any limits on abortion procedures.

Equality and healthcare: Reproductive healthcare is a prerequisite to gender equity. Without it, women face unequal economic burdens, career impacts, or health risks. Any restriction is defined as control over women.

Benefits due to pregnancy: Paid family/medical leave, affordable childcare, and work-related options such as work from home have strong support.

Polls such as Pew and Gallup consistently show 70-80% of Democrats see abortion as a “very important” right, higher than for all other issues. The same range of Democrats support abortion in all circumstances, no limits. Abortion is the strongest polling issue for democrats. All other issues (economy, jobs, crime, inflation, war, drug abuse) are secondary to abortion.

The policy decisions made by the democratic party include engaging in proactive efforts to provide legal protections for abortion access. The most noteworthy effort is the promotion of “abortion sanctuaries” to protect providers and patients from civil or criminal liability by other states. The top five states for out-of-state abortion promotion and the number of patients in 2025 are:

Illinois (32,490 patients)

North Carolina: (18,000 estimated patients)

New Mexico and Kansas: (Data not provided)

Virginia: (9000 estimated patients)

The demographics of support for the party are driving its commitment to Abortion

Support for Democrats among women is across all age groups, strongest among younger women. The profiles (source: Pew Group) are:

Age 18-29: Women in this group align with the Democratic party by about 2 to 1. In 2024, 61% voted for the Democratic party candidate.

Age 30-49: Women in this group lean democrat. In 2024, this group voted 56% democratic.

Age 45-64 or 50+: Group is about evenly divided between both parties. In 2024, the vote split was 49% Democratic, 50% Republican.

Age 65+: Women voted 53% Democratic.

Women of reproductive age (18-49) are the core constituency of the Democratic party. This group is all in for reproductive rights and demand the party provide total support.

What do Americans think about Abortion? A summary of Poll results (Gallup, Harvard/Harris, Marist, Pew Research) from past few years:

Survey: 69% stated abortion should be legal in 1st trimester, dropping to 37% for 2nd trimester, and 22% for 3rd trimester.

A majority opposition to 2nd or 3rd trimester abortions has been consistent for decades.

Limiting abortions to the first three months of pregnancy is a normal survey result. This includes 72% of women and 71% of Independents.

In one survey, only 7% supported no limits on abortion. Republicans (86%) and Independents (73%) supported limits in first trimester.

Support for abortion remains higher among Democrats/liberals and younger adults versus any other group.

It must be noted that there is no evidence that the public support for limits on abortion has ever been reported on by the mainstream media.

How do Abortion practices compare to public perceptions??

A vast majority of abortions (93%) occur in the first trimester.

About 6% occur in the 14-20 weeks period, and 1% at 21 weeks or more.

The actual practice of abortion is generally aligned with public opinion.

What have been the key consequences of America’s abortion polices since the 1970s?

Since the onset of Rowe v Wade, there have been over 64M+ abortions performed in the US.

One group, our black community, has experienced major disparate impact.

The population of our black community today is 12%. If the millions of black babies aborted over the past five decades were alive today, the black population would be 25%.

Given the disparate impact on our black community, does this rise to the level of genocide?

If so, what are we to make of the enablers of abortion practices in our society, such as Planned Parenthood? The Democratic party?

Has Margaret Sanger’s vision been fulfilled?

A reality check for Democrats:

The Democratic party follows the lead of the base, responding to demands for constant vigilance against any infringement of abortion or related access to services. Any failure by the party to protect reproductive rights incurs the wrath of the base. And the party must be proactive, with policies such as “abortion sanctuary” to enable women to gain access to services. The party has also demonstrated it has zero tolerance for any pro-life politicians at the federal level, perhaps at the state level as well. The Democratic party has been an enabler of abortion practices in our society for decades.

The Democratic party is not obsessed with the abortion issue. Instead, the party is OWNED by the issue, totally entangled, unable to extract or distance itself without paying a huge electoral price.
