Kazakhstan’s President Kassym-Jomart Tokayev has moved quickly to respond to a training disaster in the Caspian Sea that resulted in the deaths of 14 servicemen, removing Defense Minister Dauren Kosanov from his post.

President Tokayev moved swiftly. By Sunday morning, two presidential decrees had been issued: the first relieved Kosanov of his duties as defense minister, while the second appointed Aidos Myrzakhmetov — previously commander of Kazakhstan’s special operations forces — as the new defense minister. Kazakhstan’s Interior Ministry confirmed Friday that authorities had already arrested five Defense Ministry officials, including the first deputy navy commander. The arrests signal that Tokayev intends to hold the entire chain of command accountable for the catastrophe.
The Caspian Sea incident exposes ongoing readiness and safety gaps within the Kazakh armed forces, which have been navigating a careful balance between Russia’s traditional sphere of influence, growing Chinese investment, and increasing engagement with the United States. Kazakhstan notably refused to send troops to support Russia’s war in Ukraine and has kept its military focused on national defense.
Tokayev, who has been consolidating his independent political identity since taking over from longtime strongman Nursultan Nazarbayev, has repeatedly demonstrated he will not tolerate military negligence — particularly when it carries national security implications.
