The United Nations General Assembly adopted a political declaration on pandemic prevention, preparedness and response on Monday, with 153 countries voting in favor of the non-binding document. The three countries that opposed the document were the United States, Israel and Argentina. Two countries, New Zealand and Paraguay, abstained from voting.
Although the United States supports the strengthening of health systems around the world, the American delegate said it was unable to support the declaration. The delegate objected to references to sexual and reproductive health and to what the U.S. called “harmful gender ideology,” and raised strong concerns about references to the International Health Regulations (IHR) and the Pandemic Agreement. Health Policy Watch reported that the delegate said the text “seeks to commit member states to international agreements to which they are not party.”
The declaration is not binding, consists of 64 clauses, admits the world is not ready for the next pandemic and pinpoints a $15 billion annual preparedness financing gap worldwide. A coalition of non-governmental organizations that backed the declaration said that it “contains few concrete, measurable or time-bound commitments”.
That is the part worth noticing. In the months it took to negotiate this declaration of intention to improve preparations to face a pandemic, governments could have outlined concrete plans, started to coordinate their efforts and even allocated the necessary funds to fill the estimated $15 billion annual gap in preparedness financing. But they didn’t. Instead, the declaration itself admits that the plans are not yet in place to face a threat that is not going to wait. As CDM reported this week, China put a border city on plague alert after Russia said its suspected plague case was closed.
